NAVFAC Hawaii Awards $309M Contract to Hensel Phelps Construction Co. for P-716, Red Hill Treatment Facility
JOINT BASE PEARL HARBOR-HICKAM, Hawaii — Naval Facilities Engineering Systems Command (NAVFAC) Hawaii awarded Hensel Phelps Construction Co., Honolulu, Hawaii, a $309,650,002 firm-fixed-price contract Aug. 11 for P-716, Red Hill Water Treatment Facility at Red Hill, Joint Base Pearl Harbor-Hickam (JBPHH), Hawaii.
Construction is anticipated to be completed by August 2029.
“This contract marks an important milestone in our commitment to protecting the health and safety of our Joint Base Pearl Harbor-Hickam community and restoring confidence in our water infrastructure,” said Capt. Andrew Hunt, executive officer for NAVFAC Hawaii.
The work to be performed provides for, but is not limited to, construction of a new 10-million-gallon-per-day water treatment facility comprised of water treatment granular activated carbon vessels; modifications to the Red Hill Pump Station; modification to the water shaft; structures in support of the water treatment facility; fencing; transmission piping; electrical distribution system; and fire protection facilities.
“The P-716 Red Hill Treatment Facility will provide a critical capability to treat and restore the water system, and we are proud to partner with Hensel Phelps to deliver this essential project for Hawaii and our military community,” Hunt added.
Fiscal 2026 military construction (Navy) funds in the amount of $109,324,102 will be obligated at time of award, and the remaining amount of funds will be incrementally funded in future fiscal years.
