Army appoints Shawn Lennon to lead audit readiness effort

WASHINGTON — The Army is accelerating its financial accountability and clean audit opinion efforts with the appointment of Shawn Lennon as the Army Audit Czar, a role intended to support and drive enterprise-wide action as the Department of War expands financial statement audit activities.

The appointment directly aligns with the Army Audit Acceleration (A3) initiative, an enterprise campaign driven by the guiding principle that "audit is readiness." Designed to support the broader Department of War objective of achieving a clean consolidated audit opinion on its Fiscal Year 2028 financial statements, the acceleration effort directly connects financial discipline and stewardship to combat readiness and operational agility.

Achieving audit readiness is a strategic Army priority tied directly to operational readiness, warfighter support, and stewardship of taxpayer resources. The effort requires coordinated action across Army financial management, logistics, acquisition, human resources, engineering, and operational communities.

The Department of War Office of Inspector General has awarded the consolidated financial statement audit contract, marking a pivotal step in the department’s broader audit roadmap. External auditor testing for the Defense Working Capital Fund audit, including the Army Working Capital Fund, begins this week. Auditor engagements are scheduled to expand in October to include the agency-wide financial statement audit and the Army General Fund, paving the way for the Army to fully transition its audit activities into the consolidated DOW audit under a single independent auditor starting in FY27.

“Financial accountability is operational readiness,” said Marc Andersen, Assistant Secretary of the Army, Financial Management and Comptroller. “The Army must be able to account for the resources entrusted to us, demonstrate sound stewardship and ensure our Soldiers have the equipment, supplies and support they need to fight and win our Nation’s wars.”

Lennon returns to the Office of the Assistant Secretary of the Army (Financial Management and Comptroller) at a critical juncture. The office recently announced audit acceleration efforts that fundamentally transform the service's remediation approach by zeroing in on high-impact, opinion-impacting balances.

These targeted operational priorities center on four critical domains: property, plant, and equipment; munitions and inventory; modernizing Information Technology controls; and military payroll. To ensure rigor across these areas, the Army is deploying a targeted testing process that pairs active remediation and contracted audit coaches with independent agreed-upon procedures and external performance audit testing.

Lennon brings extensive Army, joint, and defense financial management experience to the position. He began his federal career as an Army intern and financial analyst with U.S. Army Communications-Electronics Command. A 2011 graduate of the Defense Comptrollership Program, Lennon spent a decade in ASA (FM&C), serving in the Army Budget Office Revolving Funds Directorate and the Office of the Deputy Assistant Secretary of the Army for Financial Operations.

In those positions, he supported Army Working Capital Fund Financial Improvement and Audit Remediation efforts and helped expand the Army’s interim universe of transactions.

“Mr. Lennon has the Army experience, War Department-wide perspective and proven record of audit execution needed for this moment,” Andersen said. “His leadership will help the Army convert years of financial improvement work into measurable results and sustained accountability.”

Army audit readiness depends on the timely, accurate, and disciplined execution of financial and business processes across commands, Army service component commands, and direct reporting units. To maintain this rigor, Lennon will drive efforts supported by specialized Audit Acceleration Teams and Command Process Task Forces, aligning remediation directly with the processes material to the DOW-wide financial statements. These operational efforts are anchored by the service's investment in the "Fiscal Frontline" dashboard—a single-pane-of-glass platform that eliminates data silos, provides unified fiscal health visibility, and delivers decisive operational advantage to senior leaders.

“The professionals across ASA (FM&C), headquarters, and the Army commands have laid the foundation for this effort through their technical rigor, persistence and dedication to reform,” said Lennon. “Their work is essential to building an Army audit posture worthy of the Soldiers and civilians we serve.”

With the consolidated audit contract in place and external testing beginning, Army leaders emphasized that the service is entering a more intensive phase of audit execution, one focused on unity of effort, data-driven transparency, and enduring financial discipline in support of the warfighter.
