DVIDS - GeorgiaThe move supports Army modernization efforts by bringing aerial, terrestrial, identity, protection, and deep-sensing capabilities under a single project management office to better align capabilities, resources, acquisition, and lifecycle management across the portfolio.
Operating under Portfolio Acquisition Executive (PAE), Command and Control (C2)/Counter C2, PM ATSR will develop, acquire, field, and sustain aerial and terrestrial sensing capabilities that deliver actionable intelligence and enhance battlefield awareness for Soldiers.
“Merging these project management offices maximizes our ability to rapidly and effectively equip Soldiers with the capabilities they need on the battlefield and at installations,” said Chris Manning, Portfolio Management Executive for Intelligence & Spectrum Warfare, PAE C2/CC2. “This merger creates unity of effort across the portfolio so we can deliver integrated capabilities to Soldiers more rapidly.”
Through the merger, capabilities that once reached units through separate offices, contracts, and timelines can now move through one coordinated process with better-aligned schedules and requirements.
Led by Project Manager Tom Dunaway, PM ATSR will support intelligence, surveillance, reconnaissance, target acquisition, and sensor integration.
“PM ATSR brings aerial and terrestrial surveillance and reconnaissance capabilities together under one organization so we can deliver more integrated, responsive, and cost-effective solutions to Soldiers,” said Dunaway. “Our focus is to move faster, align requirements and resources, and continue advancing capabilities that support operations at installations and on the battlefield.”
For decades, PM TS has managed the Army’s planning, development, production, training, fielding, and sustainment of key force protection, identity management, and terrain engineering sensors, enabling Soldiers through the delivery of advanced sensor systems. Officially chartered in 2020, PD SAI has delivered the Army’s premier aerial intelligence, surveillance, and reconnaissance sensors to enable timely dissemination of intelligence products that meet current and future Soldier needs.
Dunaway attributed the success of both PM TS and PD SAI to the dedicated workforce that will continue to lead PM ATSR into the future.
“This merger brings together two passionate workforces with deep expertise in aerial and terrestrial surveillance and reconnaissance, creating a more cohesive organization that can share skills and look across the portfolio to determine the best way to deliver sensing capabilities to Soldiers,” Dunaway said. “Their professionalism, expertise, and commitment to the mission will be the foundation of PM ATSR’s success in the years ahead.”
